When you break ribs the worst that can happen is a punctured lung. The result is a spontaneous tension pneumothorax. If not recognized quickly, the victim will go into respiratory arrest. If that isn’t diagnosed real quick and treated. In about 4 minutes. The victim go into full cardiac arrest. Just something to keep in the back of your mind when you ego gets the best of your good judgement

Yes. You can end up breaking a rib. So take it easy, especially with the floating ribs. Only apply pressure that your opponent knows they can handle. If they are inexperienced, then you have to be careful because they might not realize where their limits are. When in doubt, assume that they are inexperienced!

Another thing to keep in mind is that people can have various conditions that makes the bones more brittle than usual and not know about them. This is good enough reason to take it easy.

Even when applied around the abdomen, a scissor separate the floating ribs from the cartridge. More of an issue if applied to the sides, rather than on the abdomen & back. Hurts a great deal, makes a heck of a "pop" sound when it happens! I had this happen to my dad when I was wrestling with him as an overzealous teen. Yes, he should have tapped, but knowing it can happen is a good reason not to go all out when training or playing.

Is it dangerous to apply leg scissors to the ribs/upper torso instead of the abdomen? Is it more or less effective to do so?

In my matches, we apply scissors and bearhugs below the ribcage. It's just too easy to break a rib.
